Learning Objectives

  • POLITICA EUROPEA DELL'AGRICOLTURA E DELLA PESCA

    The course introduces the common agricultural and fisheries policies highlighting their roots in the European integration project. The evolution of these policies is presented from an analytical perspective that allows the assessment of their objectives, instruments and operating procedures with reference to both the market regulation of agricultural and fishery products and to the support for rural and coastal development. Furthmore, it aims to provide students with institutional and regulatory knowledge on common agricultural and fisheries policies to enable them to understand the programming process and the governance of those EU policies.

  • Rural appraisal

    The aim of the course is to provide the skills necessary for the development of an objective judgment, compliant with international estimation standards, articulated, transparent and corresponding to the practical reason for the estimate and the needs of justice.


Course Structure

    The methods of teaching are different and include lectures, analysis of the elemnets of proposal of investment, seminars, study visit, reports by the students. Those methods contribute to the acquisition of knowledge and ability to carry out analyzes and communicate what has been learned.

    It is also possible to ask the departmental contacts of CInAP (Center for Active and Participatory Integration - Services for Disabilities and/or DSAs), in the persons of professors Giovanna Tropea Garzia and Anna De Angelis.

  • Rural appraisal

    The teaching activity involves the performance of lectures through lectures lasting 28 hours and classroom exercises, lasting 28 hours, any seminars and technical visits at organizations, structures or companies. If the teaching is given in a mixed or remote mode, the necessary changes may be introduced with respect to what was previously stated, in order to comply with the program envisaged and reported in the syllabus.

  • POLITICA EUROPEA DELL'AGRICOLTURA E DELLA PESCA

    1. The European integration process

    The institutional framework of the EU. The enlargement process and creation of the eurozone. The decision-making process. Legal acts european law.

    2. Development of the CAP

    The CAP in its first phase. The markets and prices policy and the structural agricultural policy. The revision process of the common agricultural Policy in the 80s and the new objectives. The CAP reforms in the '90s: from Mac Sharry to Agenda 2000. The Fischler Reform.

    3. The CAP 2014-2020

    The structure and objectives of the revised CAP. The direct payments regime. Voluntary and mandatory payments. Convergence of direct payments. The active farmer. The single common market organisation. Modulation. National implementation.

    4.The second pillar of the CAP

    Objectives, fields of intervention and instruments of rural development policy. Institutional structure. Subsidiarity and governance. Risk management.

    5. The transiction period 2021-22 e the new policy 2023-27

    6. The Common Fishery Policy

    The origins and evolution of CFP. The European Maritime and Fisheries Fund. Fisheries resources. The aquaculture sector. Small-scale fisheries. The Integrated Maritime Policy.

  • Rural appraisal

    Review of estimative theory. Market value and values ​​other than market value. The estimation process, the estimation method and procedures. Diachronic criteria and double segment method. Recalls of the elements of financial calculation. Rate of interest and conversion of different rates. Estimates of rustic estates - notable cases. Estimation of rustic funds susceptible to improvement: procedures and applications. Land market analysis and search for similar assets. Valuation of fruit orchards: recalls and notable cases. Estimation of non-specialized fruit orchards. Estimation of mountain pastures. Estimation of woods and forests. Estimation of ornamental plants. Estimation of damages and insured value. Estimates in expropriations for public utility - notable cases. Estimation of the right of usufruct for civil and fiscal purposes. Estimation of the right of use and housing. The valuations concernings: predial servitudes (from aqueducts, gas pipelines and military power lines). Successions and hereditary divisions. The cost value and the estimate of the building areas. The determination of the income and the rate in the estimates by capitalization. Recalls of the purposes, characters and structure of the Italian cadastre. Identification and analysis of the cadastral documentation of a property. Rural buildings: identification of objective and subjective requirements. Compliance of the documentation in the appraisal of real estate: acceptance of the assignment; assessments and drafting of the due diligence report. The expert activity and the appraisal report. The role of the CTU and the CTP. The preventive technical assessment. The sworn appraisal and the sworn appraisal Arbitration. The Valuation Standards and the Certified Real Estate Valuator.
